No. This is a parts catalog, not a service manual. It lists part numbers and quantities, not assembly torque values. You need the service manual for torque specs and procedures.

How are the parts organized – by assembly or by part number?

By assembly. Each major component (cylinder head, oil pan, injection pump) has its own section with exploded diagrams and a table listing every part in that assembly. Part numbers are listed sequentially by position number (010, 020, etc.) with descriptions and serial-number ranges.
